Following the devastating 'Quiet War', the once-thriving city-states of the Jovian and Saturnian moons have fallen under the dominion of Earth's Three Powers Alliance. A century of radical posthuman experimentation and utopian ideals has been brutally extinguished, replaced by systematic plunder and the brutal herding of Outers into prison camps. Their vast archives of scientific and technical knowledge are being ruthlessly exploited, while Earth's victors debate the 'final solution' to the Outer problem. Yet, this hard-won victory is anything but stable. Geneticist Sri Hong-Owen, tasked with dissecting the enigmatic 'gardens' left by the Outers' greatest genius, Avernus, finds herself ensnared in the treacherous political machinations of her powerful employer. Meanwhile, diplomat Loc Ifrahim discovers that profiting from conquest is far more complicated than anticipated. On Earth, in Greater Brazil, the democratic ideals of the defeated Outers begin to infect a populace eager to shed the tyranny of their own ruling families.
