Synopsis

In an unnamed city, during a municipal election, an unprecedented phenomenon occurs: over 70% of the population casts blank ballots. The government, initially dismissing it as a fluke, is thrown into a state of panic when the same result is replicated in a subsequent election. Fearing an organized rebellion or a sinister international plot designed to undermine their 'degenerate democracy,' the authorities declare a state of emergency. Secret police and intelligence agencies are deployed to uncover the instigators of this silent revolution. As the government resorts to increasingly draconian measures, including declaring a state of siege and relocating itself, the focus narrows on the capital city. An inspector is tasked with investigating the event, leading him to cross paths with the sole sighted woman from the prior epidemic of white blindness (from 'Blindness'). Together, they become inadvertent symbols of individual freedom and moral courage in the face of an oppressive, fear-driven regime determined to invent culprits where none exist.
