In a clandestine operation shrouded in secrecy, five of the most dangerous terror detainees are inexplicably released from Guantanamo Bay. Six months later, the consequences of this fateful decision crash into the life of covert counterterrorism agent Scot Harvath. He awakens to a world shattered by a sadistic assassin who targets those closest to him, enacting a brutal personal vendetta. Despite being explicitly ordered by the President to stay out of the investigation, Harvath, driven by grief and a thirst for justice, embarks on his own unauthorized hunt for the perpetrator. His rogue mission uncovers a chilling connection between the attacks and the secretly released prisoners, forcing him to confront uncomfortable truths about the very institutions he has dedicated his life to serving. As the body count rises and the stakes escalate, Harvath must navigate a treacherous landscape of deception and betrayal to unmask the assassin and prevent further devastation, questioning loyalties and the integrity of power along the way.
